Deskripsi pekerjaan
Key Responsibilities:
Procurement Strategy: Lead the overall procurement strategy and function for the company, aligned with project timelines, budgets, and quality standards.
Strategic Sourcing: Oversee strategic sourcing of key construction materials (such as steel, concrete, and MEP equipment), machinery, and subcontractor services (civil, MEP, structural, and finishing works).
Vendor & Subcontractor Management: Manage vendor and subcontractor qualification, negotiation, and performance evaluation processes.
Tendering & Bidding: Direct the tendering and bidding process for major procurement packages, ensuring competitiveness, transparency, and compliance.
Policy & Cost Control: Develop and implement procurement policies, SOPs, and cost-control measures to optimize project profitability.
Partnership & Relationships: Build and maintain strong relationships with key suppliers, subcontractors, and industry partners, including international vendors, foreign JV partners, or multinational clients.
Team Leadership: Lead, mentor, and develop the procurement team to build organizational capability.
Cross-Functional Collaboration: Collaborate closely with Project Management, Estimating, Finance, and Site Operations teams to ensure procurement supports project delivery and cost targets.
Risk & Market Monitoring: Monitor market trends, material pricing, and supply chain risks, and develop mitigation strategies.
Compliance: Ensure procurement activities comply with company policy, contractual obligations, and relevant regulations.
Qualifications & Requirements:
Education: Bachelor's degree in Engineering, Business, Supply Chain Management, or a related field; a Master's degree is preferred and an advantage.
Experience: Minimum 15 years of progressive experience in procurement management, with a proven track record including at least the last 5–7 years at the Director or Head of Procurement level.
Industry Background: Strong background in the EPC (Engineering, Procurement, Construction) or General Contractor/Construction industry is mandatory.
Project Track Record: Demonstrated experience managing large-scale procurement for construction projects (materials, equipment, and subcontractor packages).
Language Proficiency: Fluent in English, both written and spoken (at a business and negotiation level) to interact effectively with international suppliers and foreign partners.
Key Competencies: Strong negotiation, strategic sourcing, analytical, communication, and stakeholder management skills, with high integrity and the ability to work under pressure with tight project deadlines.
