About the role

We are seeking an experienced HSE Manager to join our team in Cikarang Pusat, Jawa Barat. This is a full-time position that plays a crucial role in protecting our workforce, assets, and reputation. As HSE Manager, you will be responsible for developing, implementing, and overseeing comprehensive health, safety, and environmental policies and procedures across all project sites and operational areas. This strategic role ensures compliance with Indonesian and international regulations whilst fostering a strong safety culture throughout the organisation.

Key responsibilities

• Develop, implement, and maintain health, safety, and environmental policies, procedures, and guidelines aligned with local regulations and international best practices

• Conduct regular inspections, audits, and risk assessments on project sites to identify hazards and implement corrective actions

• Investigate incidents, accidents, and near-misses to determine root causes and prevent recurrence

• Provide health and safety training and induction programmes to all personnel at various levels

• Monitor and maintain detailed health, safety, and environmental records, statistics, and reporting documentation

• Collaborate with project managers, contractors, and site teams to ensure HSE requirements are integrated into all operational activities

• Manage emergency response procedures and ensure preparedness across all sites

• Liaise with regulatory authorities and manage compliance with environmental permits and licenses

• Promote a positive safety culture through awareness campaigns, toolbox talks, and continuous engagement with the workforce

• Report HSE performance metrics and recommendations to senior management

What we're looking for

• Bachelor's degree in Occupational Health and Safety, Environmental Science, Engineering, or a related discipline

• Minimum 5-7 years of professional experience in health, safety, and environmental management within the construction or heavy industry sector

• Valid HSE certifications such as NEBOSH (National Examination Board in Occupational Safety and Health), OHSAS 18001, or equivalent international qualifications

• In-depth knowledge of Indonesian labour laws, occupational health and safety regulations, and environmental compliance requirements

• Proven experience in developing and implementing HSE management systems

• Strong incident investigation and root cause analysis skills

• Excellent communication and interpersonal abilities with the capacity to engage effectively at all organisational levels

• Proficiency in English and Indonesian languages (written and spoken)

• Demonstrated ability to work collaboratively with multidisciplinary teams in fast-paced construction environments

• Knowledge of international HSE standards and frameworks is highly desirable

• Experience with HSE management software and data analysis tools is advantageous
