Deskripsi pekerjaan
Responsibilities:
CAPEX Cost Estimation and Investment Budgeting
Develop CAPEX cost estimates for brownfield and greenfield projects at the feasibility, FEL, and FEED stages, using estimation methodologies suited to the scope, design maturity, and execution strategy.
Prepare cost breakdown structures (CBS), work breakdown structures (WBS), and detailed estimates covering engineering, equipment, materials, fabrication, construction, installation, commissioning, and indirect costs.
Review engineering deliverables, including PFDs, P&IDs, equipment lists and specifications, tank data sheets, BOQs, MTOs, and preliminary plot plans, to validate scope and cost assumptions.
Estimate costs for chemical manufacturing facilities, process equipment, storage tanks, piping systems, tank farm infrastructure, utilities, and supporting civil works.
Evaluate vendor quotations, contractor proposals, historical project data, and market benchmarks to produce realistic and defensible estimates.
Assess cost risks, contingency, escalation, assumptions, and exclusions, and identify cost optimization opportunities.
Prepare estimate basis documentation and investment budget proposals for management review and CAPEX approval.
Project Planning and Scheduling
Develop project schedules at the feasibility, FEL, and FEED stages, including milestone and Level 1–3 schedules aligned with the execution strategy, to support CAPEX approval and investment decisions.
Build and maintain integrated project schedules covering engineering, procurement, construction, and commissioning, with sound logic, durations, resource loading, and critical path analysis, using Primavera P6 or MS Project.
Plan brownfield-specific activities such as shutdowns, turnarounds, tie-ins, and work windows in coordination with operations to minimize production disruption.
Identify long-lead equipment and materials, and align procurement and delivery dates with the construction sequence.
Review and integrate contractor and vendor schedules, and validate them against the project baseline and contractual milestones.
Establish the schedule baseline, monitor physical progress, and prepare progress measurement, S-curves, and look-ahead schedules.
Integrate cost and schedule performance using earned value management (EV, PV, CPI, SPI) to provide a comprehensive view of project health.
Perform schedule variance and delay analysis, assess the schedule impact of scope changes and variation orders, evaluate extension-of-time claims, and develop recovery plans.
Conduct schedule risk assessments and support the determination of schedule contingency.
Project Cost Control During Execution
Establish and maintain approved cost baselines and budget structures aligned with the project scope, schedule, and execution strategy.
Monitor actual costs, commitments, and forecasts against the approved budget through engineering, procurement, construction, and commissioning.
Perform cost variance analysis, flag potential overruns early, and recommend corrective actions to project management.
Prepare periodic cost and progress reports, including cost forecasts, and schedule forecasts.
Evaluate the cost and schedule impact of scope changes, variation orders, claims, shutdowns, and tie-ins, particularly on brownfield projects, and coordinate with project controls and finance on change management and budget reforecasting.
Requirements:
Mandatory
Bachelor’s degree in Mechanical, Chemical, Civil, Electrical, or another relevant engineering discipline.
5–8 years of experience in project cost engineering, CAPEX estimation, project planning and scheduling, project budgeting, or project controls on industrial CAPEX projects. Relevant sectors include chemical manufacturing, petrochemical, tank farm, storage terminal, oil and gas, and EPC environments.
Proven experience preparing CAPEX estimates, investment budgets, and project schedules at the feasibility, FEL, or FEED stage, with a solid grasp of estimation methodologies, CBS/WBS, and how estimates and schedules should develop as design matures.
Hands-on experience in project cost and schedule control, including budget monitoring, critical path analysis, progress measurement, earned value, variance analysis, forecasting, and change management during execution.
Ability to interpret PFDs, P&IDs, equipment specifications, BOQs, MTOs, tank data sheets, and vendor or contractor quotations and schedules for estimating and planning purposes.
Strong analytical, problem-solving, reporting, and stakeholder coordination skills, with advanced proficiency in Microsoft Excel and Primavera P6 or MS Project, plus relevant cost estimation tools.
Preferred
Experience in chemical plant expansion, tank farm development, storage tank construction or rehabilitation, process facility upgrades, or brownfield modification projects.
Experience planning plant shutdowns, turnarounds, or tie-in work in operating facilities.
Familiarity with AACE International practices, including estimate and schedule classification, contingency assessment, and cost and schedule risk analysis (e.g. Monte Carlo simulation).
Experience supporting CAPEX approval processes and management-level reporting.
Familiarity with engineering standards and safety and environmental requirements for chemical manufacturing and tank farm facilities.
